Default 2001 onboard diagnostic light

i own a 2001 dodge intrepid SE with a 2.7L engine. recently, the OBD light came on on the dash (to the lower left of the temp gauge)...it's a constant light (as in, no flashing), and i've noticed that my car's a bit sluggish through turns and accelerating lately. now, it also has been FREAKISHLY cold here (high temp yesterday was 1 fahrenheit). i checked in the owner's manual and...that didn't help me much.

is there any sort of check i can do myself? or, should i wait until it warms up and see if it's still doing this?
