Default 04 2.7L timing problems

I have a timing problem, all my marks line up but it still will not start. The manual does not say exactly where the hole and triangle should be when the crankshaft mark, oil pump and chain are lined up. It looks like the lobe on the intake cam on the #1 cylinder is just about to engage the valve, but the book says that you need to be at tdc plus 60 degrees, on the compression stroke. So that does not look correct to me. So my qusetions where should hole and triangle be, where should intake cam lobe be, is there any other reason that you can think of why it is not starting? Any asistance you can offer would be greatly appreciated. Thank You

the triangle points to the two gold colored chain links so that it is timed.
