Default stop light anomaly

I was noticed today that the brake stop lights on the 2000 intrepid that I drive have a quirk. The drivers side lights up in the center section of the light pod. The passenger side lights in the outside section of the pod. I couldn't find evidence the wires had been tampered with by the previous owner.

Is this factory operation correct, can it have been built this way? Never owned a vehical without stop lights that were not symmetrical.
