Default Going Crazy with this no-start

OK I have a 1998 intrepid with the 3.2 engine about a month ago the water pump seized. I shut the car down before the timing belt went but after the car overheated. After towing it home I replaced the timing belt, tensioner and the water pump. Ever since then the car won't start, it will try (sputter) or even run for a second but not really start. I have gone over every sensor twice, checked the timing about 5 times, it has 150-155 psi on every cylinder, and it has spark. The only thing that I can find is that it will flood if i try to start it too much. The only code I get is p1684 which is the battery. Out of desperation I traded out the PCM with the one from my 1999 2.7 intrepid with the same results except with that PCM I get a p1685 code also(which is invalid SKIM). Anyone have any ideas? I'm to the point where I would try voodoo if I thought it would help.

Determine what caused the water pump seizure (wrong type of coolant, seals, water pump rotor repellent, etc.) Check the starting system thoroughly (that includes the battery). check all spark plugs again for any signs of contamination or deposits. If all else fails, break the glass and pull out the funds to take it to the mechanic and have things diagnose. At least it will pin-point the problem so you can fix it yourself, if you want.
