HELP - My Heat/AC Fan Wont Shut Off - Stuck on HIGH

I did a bit of research, is it a fuse connection problem?
Doesn't Matter if the **** is on or off, it blows HIGH
I have a 99' Intrepid ES

blower resistor is the likely culprit
