Default Brake problems

I'm trying to figure out the problem with the brakes on my 1999 LHS. My brakes are not very responsive and require pressing the brake pedal further than any of my two prior Intrepids or my brothers 02 300M ever required. When the temperatures got around 23 degrees F, the brake response became worse. The brakes would make a hissing sound when I pressed them at different points. The section after the initial press would seem to slip right through until the end when it would finally respond, just not as strongly as it should have. I replaced the master brake cylinder back in Feburary and have since replaced all the brake pads. Any thoughts would be appreciated.
