It's normal for Neons. There is a way to fix it, which I posted a few weeks back... but that's only if you can't live with the noise. In most cases, the usual "Neon tick" that you are hearing is actually not affecting your performance whatsoever, believe it or not. The rockers like to walk side-to-side on the pivot shaft... that's the tick you hear. The tick is not from the rockers going up/down on the valves. Do regular oil changes and it should never actually affect your performance.
