When I said cheaper I meant cheapers compared to an SRT-4. I didn't know the magnum was that much better. So you are saying that in the end the magnum head will come out over the DOHC no matter what you do? If so then how much of a difference am I going to see with the SRT-4 engine DOHC over the SOHC magnum? When I ask that i mean in the long run when you do almost all that you can do and you are limited to your engine platform.

What do you mean by that?
He means the DOHC has different spark and fuel tables, and having a SOHC PCM controlling a DOHC would make it run absolutely horrible. You would need MS'n'S to run fuel and spark, or a Howell AFxR PCM would probably do the trick as well.
I was planning on MSing or just taking the stuff needed out of the first gen.

MS will help you control it. Now are you also aware by putting the DOHC on the SOHC block it will lower your compression ratio due to the different shaped pistons?

This can be good or bad... good for turbo, bad otherwise.

also will need new exhaust manifold, intake manifold, *throttle body, **exhaust modification,bigger timing belt, new CAI or intake piping...

*I say TB because i'm pretty sure the 1st gen TB's bolt on to the IM.
** first gen exhaust manifolds are a2 bolt flange while 2nd gens are a 4 bolt. A custom CAT or modifications to the 2nd gen one will be needed

To use the 1st Gen DOHC you need: intake manifold, exhaust manifold, throttle body, sensors, timing belt and its drive components, cam gears and engine wiring harness.

i thing i mentioned most of that except for the tensioner and stuff... If he runs megasquirt, he can keep stock computer and piggy back engine control. Sensors should be a problem since he will be using MS and he has a pre 03

The difference depends on how much money you have... Another thing is that in the neon, my opinion so take it with a grain of salt, is a FWD car... I don't think there is any need for more than 500hp... All three set-ups you mention can obtain that power output with enough money.

With my 1st gen DOHC project i will be shooting for 350-400whp... i have no need for more than that nor will i even be able to use more than that. Traction at my goal is going to be a big issue as it its.

Ok, that helps a lot. FWD is a big set back. Esp if you go to a race track(not a 1/4). I have seen some fairly quick FWD cars doing about 8 seconds on the quarter mile. But eventually the weight shifting to the back of the car is unstoppable and yeah...you can't do anything more than what you have done.

My goal is to be around 400 or 500whp actually. So if both of those setups won't stop me from doing that then...thats fine with me! Has anyone seen a 400 or 500whp SOHC Neon?
