if you want to and possibly ruin the bumper if you're not careful.... try one of the dremel tools with the small round cutting bit and then use a file to clean it up and make it straight then repaint it
Yes, it does look weird without them. But rather then trying to cut them in there I would just fork over the money for a new bumper. I can pretty much assure you can't make it look as good as a new bumper will.
