Mine are leds and they are the bendable unbreakable kind also.

LED's produce directional lighting (which doesn't really matter too much for an underbody kit)while neon's produce an evenglow. Personally, I'm used to neon lighting.

Hmm.. Well i bought some LEDS 2 36" tubes and 2 48" inches tubes. 130 LEDS total.
