I just fixed this problem in my neon about a month and a half ago..Ur is probably fine..but take it with you to an automotives store just to have them test it. If it tests fine, your terminals are shot...pick up some new terminals from the automotive store and that will MOST likely fix ur problem. Dont get cheap terminals tho...spend $10 or $15 and get some good ones..and some of that anti-corrosive red **** u can spray on it too lol

Most batteries are maintenance free, however sometimes they can get a little low and it isnt a bad idea to add water to them.

if the car wont even turn over u might want to look at ur timing belt or serpentine belt...if there snapped or the teeth are gone it dont matter how bad u test the battery i aint gonna turn over...good luck
