I assume you did all the checking you needed to do on thnat web page
I went there and clicked on the link that said 'you might need a bypass module'...when I did that and put in Dodge Neon, it only went up to 2002 model, (I see in yer profile you have a 2003) and even when you click on that, it says "page not found"
seems a little fishy... hope yer good with electronics and wiring... I myself would have a good car electronics place do one, if I were to get one
