I believe thats its telling you it comes with that stuff and the mounts for the fog lights are already in the front fascia. I would double check to make sure your car has them. I could have swore I saw an 00-02 neon that didn't have them.

they have them, they screw into where the foglight covers are, and i was told that all neons come with the harness but idk, i never saw the wires while i was under the car.

no, not all neons come with the harness.
they all have the bracket on the bumper to mount the fogs
you a need a MFS switch, and the harness, and foglights to run on a non-foglight car

hate to tell you, but fog lights are not all that great. my car has them and i cant tell you that they make it easier to see in the fog. they look neat on the front of the car, but thats the only benefit. if you want more light then i suggest putting PIAA driving lights in instead.PIAA lights are top of the line and expensive, but i think they are the best. http://www.piaa.com/

My fog lights look badass, but that's it. Pure looks. They don't help for ****.

Go to wal-mart, purchasing some aftermarket 4" foglights and wire them into your sidemarkers.

Then call it a day.
