Default 2000 Neon Car Issues

When my car has sat all night, sometimes it doesn't budge when I try to reverse it out of a parking space. I have to give it more gas then one normally should when pulling out of a parking space. One time when I was driving at about 5 miles an hour, the car just abruptly stopped, like I hit something. The engine was still going,so I turned the car off and looked under it. I didn't see any fluids on the ground, so I gave it some gas and it grudgingly moved. When I lock my well in either direction and turn I her clicking while reversing. I thought that this was the CV boot going bad. So I took the car to the dealer, and they said they couldn't find anything wrong. Can anyone tell me what the problem may be. I have a2000Neon with123,400 miles,never had a major accident.

e-brake on or off. I have left e-brake on some cars and they don't move. Common sense first then mechanical

Yea, sounds like a brake issue. I've had my dad's truck stop several times on my way home cuz the brakes locked up.
