Default 2002 neon making noise when turning steering wheel in park

I have noticed for a while that when hitting bumps, the suspension makes alot of noise.
Apparently something is wrong because when the car is sitting, I can turn the steering wheel back and forth and I hear a noise like something is loose (kind of a pop noise).
Checked the lugnuts and the wheel tight. I jacked it up and moved the tire by hand, and there isn't much play if any that I can tell. I put a crowbar under the tire and there was no play up and down.
I was wondering if you all had any ideas of what it could be?

If I'm correct what you are hearing is the "top Hat" (what I call it) on top of your strut rotates when you turn your tires. If I'm correct its plastic, this is what is making the noise you hear. There might be some grime/ dirt that is making it do that.My suspension made that noise alot when I first got my car (back in 02) I have changed the suspension to a full coilover setup and I don't hear that noise anymore. Hope this helps..

Thanks for the info.
The only thing is that the sound, sounds more like metal piece that is loose. It sounds like the noise is coming from around where the tie rod is....main reason I'm not sure if is the tie-rod is because there isn't any play when I jack it up and move the wheel.

Sounds like a strut bearing plate to me.
