Car vibration, wtf??

Its always from the front of the car, which is why i had the motor mounts looked at. It happened previously for about a month til i had a MAJOR tune-up done, then stopped but recently has started again.

i just think it is the reg neon idle. Does it pretty much go away when you put it in neutral? And then you put it back in drive it is the same? You shouldn't be idling at 3k though

I had this problem too. And it just got worse and worse. I got my car on a rack at school, took out the lower and upper motor mount/shock struts and had my instructor inspect them in comparison to the new ones from Mopar (I bought them on a hunch). He said they were fine so I returned them. I re-adjusted the other ones to the proper engine position and all and still had this problem. Took it to another mechanic I knew, turns out it was the other (harder to get to) mount that's under the battery and transmission. Make sure that one gets checked too!

If you put the car in neutral, does it stop? It usually does that for us neon owners.

It always goes away for me if i put it in neutral, rev the engine a little when in drive at a stop light, or turn the A/C on.

Nuetral, motor mounts, do basic tune-ups and maintenance on your car.

Seriously though since you never directly answered... is it really idling at 3000 rpm? If so, then it sounds like you have a completely different set of issues...
