Question Any suggestions for P0441 code?

I've got an 03 Neon SXT Automatic that's been throwing up this code for about 2 years now. At first it was intermittent, but now over the past year it's become constant. I've replaced the gas cap twice (aftermarket first then back to an OEM) and had the purge solenoid replaced. After replacing the solenoid and clearing the code, it went away for two days and then came back. It's really beginning to annoy me since I live in the Houston area and it's one of the handful of areas in TX that require emissions testing yearly with the state inspection. I need to get it fixed once and for all because I can't keep paying $150 for the repair on top of the $40/year for inspection. Any ideas what to do?

just when you get close to the emissions place, disconnect the battery

Wouldn't work. Turns back on once you start the car the 2nd time. It would come on during the inspection.

Check purge lines running to canister for leaks and canister you might find a loose or bad line.
