Welcome to the Forum.

What a question.[&:]
If u can afford and want to pay the insurance money for an SRT-4, go for it (no question). I believe they stopped making the R/T anyway. The last time I checked the Dodge website there wasn't an R/T. Choosing your car is all your choice/preference. U can hook up a reg Neon too.

I don't know about the cheapest, but the cheapest Borla exhaust / cat-back for a 2nd Gen Neon I've seen is at www.modernperformance.com for like $550.

Yeah, he's right. There isn't an R/T anymore, so if you want one of those you'll have to get an 04 or older. As for insurance, the SRT4 will be significantly higher on insurance, but I would gladly do it if I could. But a regular neon is not bad, they're still fun to drive.
