Question 2000 Neon Check Engine Light

My neon's check engine light has recently come on and is showing three different codes. I was wondering what they meant, and how to fix them.

P0141 (M) 1/2 O2 Sensor Heater Failure Oxygen sensor heater element malfunction
P0551 (M) Power Steering Switch Failure Incorrect input state detected for the power steering
switch circuit. PL: High pressure seen at high speed
P1490 (M) Low Speed Fan Control Relay Circuit An open or shorted condition detected in the control
circuit of the low speed radiator fan control relay
