Default 2000 plymouth neon code 0171

Here is some background:

Just did an engine swap from another neon. Everything was changed under the hood except for the throttle body since this car has cruise control and my other car (with massive body damage) didn't. Exhaust system on this car is from my old car, including cat converter.

This new car sat for 18 months until the engine was swapped this week.

Everything was fully functioning in my old neon before I put the engine into this one.

New Symptoms:
Check engine light came on 150 miles after the engine install. I get code 0171, fuel system lean.

High idle. Car doesn't idle down unless I'm at a red light on the brake pedal in drive. If I'm coasting down the road the car maintains speed for the most part. The throttle isn't stuck open completely but it is definetly sticking a little.

It's sluggish getting up to speed. I'm smelling exhaust badly. On the way home today I heard a loud popping noise that could have come from the cat converter area. One smaller pop followed a few miles afterwards.

O2 sensor is from my old car and should still be functioning properly .. If I were to rule that out, what could my problem be? I'm thinking it's a problem with the original throttle body in this new car. The old engine in this car seized and had cat converter clogged, other problems.

Two other codes show... 1684 and 0551. I know what those are.

I ruled out the throttle body pcv recall with the Dodge dealership today. All recalls were taken care of on this car.

Just an update to my situation...

Had a vacuum leak... A hose must have gotten punctured during engine swap.. Car immediately returned to normal low idle (with the normal neon lifter ticking, lol) after that was taken care of.. Also had to replace the #1 o2 sensor. $120 for an o2 sensor? WTF? My mechanic was able to get all the monitors to clear afterwards.
