i have a 200neon standard, base model. i was looking on ebay for some neon stuff when i came across a srt4 mtoor turbo wiring harness and computer for 3100, the turbo kit i was looking at was about the same price and i was wonderin how hard would it be to swap and would it be worth it?

Of course it would, you have a 2.0 and the srt-4 is a 2.4 which can handle alot more compression. Get the srt-4 and if your not happy with the boost then either start buying the stages or just get a bigger turbo all together. It would be alot easier getting a motor thats already built to handle the turbo than to go through the hastle of trying to tune your motor to handle a turbo. Plus if you by some way blow it up then you have an engine that you can drop back in it to get you around.
