i have plenty of oil in it and i know its not the cylinders.
the ticking does sound like the car needs oil but its not that
1.can an old timing belt cause the car to make a ticking sound?
2.what else could it be?

it is just a lifter not pumping up.. most neons to it to an extent.... pull ur valve cover off, and try moving the lifters up and down, that would tell u if it moves what one is not pumping up...
