Seems a tad high on price to me, but some things to consider are if all repairs are up to date. Such as: has the timing belt been replaced yet? It should have been if it is over 100k miles. Were other accessories replaced recently as well such as alternator, water pump, etc? Transmission auto or manual? If auto has it been serviced recently? If manual how is the clutch? I guess if ALL maintenance is up to date and you have checked the car over thoroughly then it probably might be worth that much. But I'm guessing since it has 103k miles on it that there are probably some issues that have not been taken care of yet. If it is amazing shape I would not hesitate to buy if the price is right. I bought my neon new and it has been extremely reliable and fun car to drive.

Depending on the condition of the vehicle you might be able to talk the dealer down. I personally don't know what these vehicles are selling for right now as I'm not in the market to buy or sell. But I would check around just to see what the going rate is. But it is a buyers market so look around and with it being used make sure you inspect it or have someone competent inspect it so you don't get stuck with a POS.

yeah for real, a loaded neon that model books for 3500 and highline is a sportier edition, so you know it goes for a few hundred more... it is a good idea to check everything over, but i would bet since its at a used car lot right now, that the water pump and timing belts never been changed, and at 103k its way over due.... check everything out
