Lightbulb Hid / Light Problem

I have a 2002 Neon and I am trying to put in a set of H10's in my fog lights. When I hook them up they are simply plug and play. I get one light comming on to full and the other is not comming on. But when I un-hook the (not working) other and re-plug it in then it comes on and the other shuts off. It's like just one want's to work at a time. Does anyone have any suggestions?

Not an expert at all in this area, but it sounds like some wiring problem or a faulty part.

Does both of them go out? I know when I put HIDs on my srt drive lights I had to put in a higher fuse. Does the kit have any instruction, some come with a trouble section to help figure it out.
