Um, the parking lights should only come on when they are activated on the multi function switch. And neons don't come with day time running lamps, which is what you are making parking lights sound like in your original post.

They should always be one with your headlights since you have to click past the parking lights to get the headlights on.

If your are not turning off then their is something wrong. please give some more info on the problem..

Default day time running lights Canada

Neons do come with day time running lamps at least in Canada, In fact in our province you cannot register a newer vehicle that doesn't have day time running lamps. I know several people that have imported vehicles from the USA and this was one feature that is required.
I’m not sure why you would want to disable them this would be illegal in Canada. They are controlled by a module attached to the instrument cluster according to the Haynes manual wiring diagram.

i wasnt aware that i was illegal to not have daytime running lights hooked up. I have blue bulbs in my park lights and i wanted to be able to only have the park lights turned on with my headlights, like in my 95 neon. is there any way to un hook the daytime running lights but still be able to have your park lights come on when the headlights are switched on on the multifunction switch?

I've never heard of anyone being ticketed for not having then. But in the case of imported vehicles into Canada, they won't pass the federal safety inspection without them.
