Has anyone herd of this. I saw it on ebay and was wondering what it did.

There are voltage stabalizers that are professional equipment. They can make a difference when trying to minimize differences in performance such as racing without an alternator for more power or at least want to make sure that injectors or ignition are firing correctly and consistantly. However the most common use is for high end stereos and trying for the utmost in sound quality. Used in conjuction with capacitors. So they are real and dependng on your application can be of benifit. Competing with your stereo or racing. But hey if ya got to have make sure you look up the products and get something with known great quality or why spend a dime.
