Default 2004 neon rear shocks

I noticed that the rear shocks on my 04 neon have a small amount of up and down movement where they bolt to the body. It has the same amount of play on both sides when the rear of the car is bounced. All the bolts are tight and seems to be contained in the "cup" with the 3 bolts that hold it to the body. Does anybody know if this is normal? I was wondering if there is some sort of bushing thay needs to be replaced or it supposed to be like that. It doesnt have very many miles on it so they shouldnt be worn out yet. Thanks

Is the car lowered? And do you hear any noise when going over bumps such as a "clunk"?
