Default Throttle is "hanging"

Well first iof all, i am a german neon driver , so i would gratly appreciate any help, as your living in the neons "natural Habitat", the states. Its quite complicated here, to getthe right diagnosis for a neon, so i hope you could help me!
first of all, i drieve a 2001 chrysler neon se, with the 2,0 lire engine and a mtx tranny. problem is, that the throttle , only when the motor has normal operating temp idles with somewhat high rpm (about 1500 to2100 depending on??) when the car is rolling, if i stop, the rpm goes down to like 900 , but verrry slow, so i orderet a obd II tester, for about 30 euros, wich was the cheapest. i will see today or tomoorow what comes up with the tester. but what the strange thing is, i got an error code on the instument cluster(after the three times on-off- trick) wich i nowhere can find a description for, its saying 0503, and i cant find it on any list i found, so i would greatly appreciate any help.
i tested the closeing force of the throttle body spring, this is ok, and changed out the idle-motor and the throttleposition sensor aswell, but nothings changed.

P0503 Vehicle Speed Sensor Intermittent/Erratic/High

Seems the vehicle speed sensor or it's wiring is bad. More likely than not the sensor is the problem though. You should be able to test it using an ohm meter. I do not however know what the resistance should be, as unhelpful as that is.

Default and where is it?

and where can i find that speed sensor on a MTX transmission ?
