What does it mean when...
So i'm hunting for a CAI for my '01 neon, but im not sure what motor it has, or what some of the part lingo means.
i found a CAI but it says this.
00-03 Dodge Neon SOHC 5 Speed without ABS Except R/T AEM Cold Air Intake
does " without ABS = no anti lock breaks?
and also, what does CARB exempt mean?
I feel like a tard because i grew up as a mechanics son and i know near nothing to benefit me or my car

Well, if you had an 01 R/T it would have the R/T emblem badge and the valve cover would say, "2.0L HIGH OUTPUT". I suspect that you have the 2.0L SOHC. Here:

I would buy from these guys; I have no complaints with their service whatsoever.
Essentially, a CAI consists of a bent piece of metal tubing, a few clamps, a couple rubber insulators, and an air filter. No parts that interfere with the braking system.

CARB is California Air Resource Board. They are emissions ****'s and aftermarket parts that have to do with air/fuel, exhaust and so on (things that could affect vehicle emissions output) must be approved by them to be able to be legally used in California -> 50 state legal, the 50th being CA. Also, it's beyond me why ABS would matter or not for an air intake system. I wouldn't buy from them just because of that. If you want to sell stuff, at least know what the hell it is.
All of that being said, a CAI on a stock (even mildly modded) Neon is a waste and useless, just like upgraded coil packs and iridium spark plugs and so on. If you have forced induction or some moderate to heavy mods done, sure. The factory air system is very similar to a cold air intake, is free, no chance of hydrolock and again, flows plenty fine for 99% of the Neon's out there.
