I want to eventually turbo my neon, but right now I only have the money to put an exauhst system on. I was wondering if its possible to get a turbo fitted header and cap off the inlet for the turbo?

nope, not possible. the intlet for the turbo is the outlet for the manifold. if you block that off, you have no exhaust exiting the car

just run the stock manifold until you get the turbo parts.
