Neon performance potential

Correct. The chips do nothing for the Neons. The most power and best bang-for-your-buck you will get out of a 2.0L Neon is by turbocharging the engine with the supporting mods, simply put. All other mods without F.I., in all honesty, are not going to be worth the money IMO. Sure, they might make it respond a bit better, but in the end, ultimately ineffective for making a "worthy" car. A cold air intake system, for example. It may help the throttle response a bit, if at all. Sorry. The factory intake system is actually pretty well designed as far as flow goes in that it flows at least as much as a non-F.I. Neon motor needs, and it pulls cool air from the fender just like a CAI system. Not to mention, the people who have had their cars hydrolock because of them (it creates poor filter placement in the fenderwell). Therefore, waste of money. Personally, if I was going to spend money on engine parts, I would focus on a full exhaust, a bigger throttle body and replacing the bellows tube on the intake (the only other bad part about it, along with the silencer which is true of any factory intake and can be removed even easier), but probably not much more. A non-performance related thing to do is upgrading the grounds in the engine bay because they factory ones suck.
The 2.0L Neon is and was designed as an econo-car, not a performance car --> hence the SRT-4; or even the 2.0L H.O.

Chips for neons are crap but my bothers old z24 cavy was a 86 too bad he sold it . had somekind of chip in it and that thing was fast. I guess the 80 yrs can take chips and the new models like 90s and 2000s with the computers cant take chips.

Certain vehicles can actually use chips/tuners, usually the performance-type vehicles, not our "gas-sippers" as all the crazy people call them nowadays. However, the car would have to have a computer. You can't chip a carb.
