Default Studder or hesitation from a stop

I have a 2000 Neon automatic with 82k miles that after the engine has warmed up will studder or hesitate when starting from a stop. It is less likely to do it when I am not running accessories (e.g headlights, fan or a/c). If I am running the a/c I have to switch it off to take off.

The studder or hesitation is causing me to feather the accelerator from a stop. Once the RPMs get above 3000 the car doesn't seem to have a problem.

I have replaced the plugs and wires. Any suggestions what I should look at next?

Sounds like a possible tensioner or bad belt.
