I was searching the forum and couldnt find an answer but I need to know what the best way to change my belt tensioner pulley on my 03 neon 2.0 is

 

I dont think there are alot of alternatives here

you take the belt off and remove the tensioner and replace, then reinstall the belt

I got the tensioner assembly off and replaced the pulley alot of work but pretty easy and have now decided to do the timing belt since I had to go pretty deep to replace a stupid $15 pulley
146k on the original timing belt and while it "looks" good I will kick myself if i dont go further and change it and it breaks destroying the motor....
I have had a few dodges over the years but this 03 neon has by far been the biggest piece of crap I have owned.
