i have a 00 neon with a manual trans as soon as i turn the ignition on the injectors startpumping fuel even before i try and start the car with this problem i can not even attempt to try and crank it over. when i do try to start it nothing happens any help would be great thanks. timming belt was just replaced and head was just rebuilt and checked. also when i try and scan the car my scanner says can not communicate with car so i cant even get the codes

Also the auto shutdown relay for gas keeps clicking too even when car is off

 

The ASD relay is what powers your ignition and fuel injectors, I would get yourself a wiring diagram. As for the communication there are usually 4 important terminals to check on your diagnostic connector, power, ground, and the 2 data pins, don't know which pins they are off the top of my head so I would get a diagram for those as well.
