Unhappy afx pcm

i have a afx pcm (street) that i got from howell ,the problem is the car does not start .my car 01 neon es, no sentry system.took the car to a dodge dealer to have the vin number programed to it. the dealer said that they could not communicate with the afx pcm and that it did not work that it was bad.ccalled gary at howell told me it was not possible for the afx pcm to be bad ,to try another dealer .so i hooked up a scanner to it and got 3 codes p1486,p406 and p306.my understanding was that since my car has no sentry system (key) it should start .so my question is ,does the vin number need to be programed in the afx pcm even though no sentry key.to much money paid for something that does not work please help

You could also ask a local shop that has access to the DRBIII tool. I ask about the year because 2000-2002 is different than 2003-2005.
