2001 dodge neon shifting problem

2001 dodge neon shifting problem
what the car does, is go into 3rd, then right into overdrive. almost like no 3rd. here is what i replaced
rebuilt the transmission(except valve body) new Tcc seloniod, new torque converter, new speed sensor, checked the voltage to the TCC seloniod, from the wires, with the ignition on its getting 11.1 volts on the wires, that includes ground wire working. its completly plugged in, and ive also changed the computer, and it still does this. it wont die, it used to, but it wont come out of overdrive until you hit about 15, the rpms are really low, and it just goes into 2nd, when in overdrive, if you kick down at all, it will go to 2nd gear, then do it again. ive flushed it, it was completly cleaned when i had it rebuilt. still not understanding the problem. can anyone help with this?
and if i pull the valve body(only thing i can think of) can someone describe how to get it in and out, i know the basics of it, but as well, could it be a ball stuck?
and as well whats a poor mans shift kit?
