Take the headlights out of the car and make sure that the adjusters have the spring in them and actually turn.

The two longs bolts hold the headlight to the car. The adjusters are on the back of the headlight. Usually one up top for vertical and one on the side for horizontal adjustment, although, it could be one unit too. I think the Neon uses a hex or torx. From there, follow the proper aiming procedure.

There are two 'tabs' on top that lone bolts go through and hold the light in place. The two bolt in the pic are the adjuster screws, you can use a socket or phillips head screwdriver.
