i can't get my headlights to adjust one is pointed up and another is off to the side im gonna die in the dark lol i tryed adjusting the 2 bolts but nothing happened its like there stuck in place and suggestions?
The two longs bolts hold the headlight to the car. The adjusters are on the back of the headlight. Usually one up top for vertical and one on the side for horizontal adjustment, although, it could be one unit too. I think the Neon uses a hex or torx. From there, follow the proper aiming procedure.

if you can that would be great cuz i looked all i see is about a 5 inch thin rod idk if thats the adjuster but idk how to adjust it if it is and i didn't see and springs
There are two 'tabs' on top that lone bolts go through and hold the light in place. The two bolt in the pic are the adjuster screws, you can use a socket or phillips head screwdriver.
