As Darth says, it is just plug and play. Had to remove the screws on the side of the dash (open the driver's and passenger's door and you'll see a phillips screw). Then just lift the top of the dash (there are misc. clips) and then take the 4 phillips screws that hold the cluster in place.
I did not add the bulb in as the neon doesn't have an electronic throttle. Mileage stays with the cluster so make sure to write it down.

 

Thanks for the confirmation! I think I'm going to keep my stock cluster and add an aftermarket tach.

I recall reading that there was a tachometer that could splice into the wires for the cluster harness. Does anybody know of such a product? I would like to avoid having to connect the tach to the ignition coil or the PCM.
