Hi i have a 2000 neon and my power steering belt squeals when it gets wet its a new belt in my repair book it says ther is a splash shield cause when u look under passenger front tire behind the mount u can see the pully the belt turning and that dont look good rocks anything on the road can hit it help cause my daughter drives my car to and owh my god that noise

 

That splash shield was poorly designed and get destroyed as the car is driven. Mine has been off the car since I got it and I've never had an issue. A lot of people are in the same boat. As for a new belt, yes. I had the same problem again, right after I acquired it, and the belts were indeed overdue for a change.
