Default 01 Neon problems help asap

I bought a 01 Dodge neon with a snapped timing belt. Fixed all the valves and timing belt, water pump, new battery, head gasket,... so the car will only start with me jumping a wire from the starter sylinoid to the battery. and when it does start it runs rough and wont stay running inless i hold down the gas pedal. Ive done valves and headgaskets before with no problems. Ive looked up common problems and have changed the pcm and all the throttle body sensors with nothing helping. Im getting 2 cel's 1388, and 1282. 1388 is the ASD- auto shut down relay. and 1282 is something to do with the fuel pump? what can i check and what do you think the problem is? Need help asap. thanks alot

Depending where you live, you might look under the PDC for corrosion on the ASD relay. The ASD keeps just about everything from working if something is bad in the system.

Well I live in Idaho. I took the relay off and it looked ok even tried switching the relay with another one that had the same part number. Didn't help.

Is the car originally from ID? Not sure how winters are there, and what they might use on the roads, but I'm talking about under the PDC (the housing that holds all of the relays).

Either way, here's a good page with some diagnostic things to check:

EDIT: I see P1388 is an open or short in the ASD relay circuit. You'll probably need to do some wire-tracing too.
