Default Neon Air Conditioner Problem.

I have a 2000 Dodge Neon, with about 148,000 miles on it. The problem is, when I am driving, my Air Conditioning basically sucks. But when I slow down or come to a halt, it starts working better, though still not as well as it should. I've checked my Freon level, and I actually had too much, so I took some out, and it still doesn't work. The problem appears to be in my Compressor, It just doesn't start. :-\

Does anyone have any ideas as to what the problem could be?

my AC takes at least an hour to cool down if at all. i will probably get dodge to fix it next week (car is still under warranty). any ideas on what would cause this? would like to know so Dodge doesnt try to do a bunch of unecessary repairs.

An hour? Holy crap! I live in Florida and mine cools down in about 20 seconds and then gets freezing.
