Default 2005 Neon - Rough Idle, Whistling during acceleration

I've recently purchased a used 2005 Dodge Neon. Works well, has its quirks. Figured this was the place to work them out before pulling out my wallet in front of unfamiliar mechanics (new to area).

I get a rough idle at most lights, after warm. I see idle ranges from 500-800 (seemingly low to me compared to other models of car) correct me if that is not a "low idle". Anyways, the car also shakes every second or so, quite lightly, but it feels as if much more of a drop would cause a stall.

The other problem I've noticed only recently (probably due to weather, open windows) is that there is a whistling outside during acceleration. The sound is only when the gas is pressed, stops immediately after it is released. I can only hear it with windows down and am near something for it to echo off of, or it is otherwise very quiet. The RPM, speed, or temperature does not seem to affect this, it is constant, but does not do so while idling or cruising.

I am no mechanic, however from reading and general knowledge I can link the two - but I'm sure they may be separate. Culprits of both symptoms would be an air leak or sensor(maybe more severe for the idle issue?), fuel delivery, or spark plugs?

If anyone has had a similar issue and had it fixed and can confirm, or wants to send me in another direction, that'd be great! Thanks.

Have you changed the plugs and wires yet? if not you should if your not sure when they where changed, and if you have make sure your gapping is correct on the plugs, thats where i would start on trying to figure out the idle, if that isnt your problem check your fuel pressure.

As for the whistleing that is most likely just your air filter, mine does the same thing, some people ask me if i have a turbo on it "i get a nice laugh out of it when they do", I cant for sure say its your air filter but im pretty positive it is.

I haven't checked the plugs and wires yet (as I'm not that mechanically confident), however I'll just go buy them and have my dad let me know exactly how to throw them in.

It's a relief that it's likely just the air filter causing the ticking, or at least hopefully is. I'll look into doing that too.

I wasn't too up to date on all of the maintenance for this vehicle, as I bought it from the owner's brother because the owner was working ALL the time, and I was very quick to buy just because it was so nice and I like Dodge vehicles.
