Default timing belt help

Im replacing a timing belt on a friends car. I have run into a small problem when installing the timing belt back on with the crankshaft pulley ligned up at TDC I seem to be off just a hair on the camshaft pulley. Any ideas? I'm beating my head up against the wall on this.

When you installed the belt did you move the crank the way that the shop manual tells you to in order to take up the slack?

turn the crank 3 notches counterclockwise align the camshaft pulley, then turn the crankshaft pulley to 1/2 notch then attach the belt from the crank working around the water pump then to the the camshaft pulley then to the tensioner pulley. I even tried the belt i took off and it still is off by a 1/2 notch.

How is the crank timing in relation to this? And is it a mechanical tensioner?
