Default 2001 neon timing belt slipping off cam please help!

Hi guys I have a 2001 dodge neon rt, and decided to change the timing belt/water pump/ tensioner. I got in, got it all changed out and now im putting the belt back on and when I put it back on get everything timed and tight and start to spin it, it starts to slip off the cam and tensioner, is this normal should I be concerned? It was a hydraulic tensioner before I believe, with the long tube like thing I had to remove, now its the kind that swivels with the bolt in the middle. Also I have work at 4:00 tonight so only a few hours to get this done so any help would really be appreciated, thanks guys!

the tensioner has a lil window that u can tightn the tension to... youtube richpin timing belt replacement... he know what hes talking bout. it should not slip off. it should be tight. the plastic cover does nothing but pertect it from the elements.

I did watch the video and had been using the tensioner window, I think that is just where the belt wanted to sit, because it would move out a little and then wouldn't move anymore, so I just sealed everything up and the car seems to be running fine. After a few thousand miles I may open it back up to check on it.

Oh really there is a way to check it? could you elaborate a little more on how to check it, as in what plug you are talking about? and here is a picture of the belt, and yea it was a little harder than I expected but I got through it. Here is a picture of the belt on the cam
