2000 neon exhaust manifold cracked

I'm new to the forum but have been a chrysler enthusiast (97 intrepid for 5 years) for quite some time.
A tree fell on my sisters 2000 neon during the hurricane so she gave it to me for free. Problem is we are in different states so I need the standard MA emissions and safety inspection.
The exhaust was wicked loud.
I took off the heat shield to check out the manifold, and sure enough it's all cracked up. It's also leaking at the flex pipe also, I'm guessing because there was no exhaust hanger at all. I tried some JB weld on the manifold and it burned off pretty quickly.
Do I need the cat that is welded to the manifold to pass MA inspection, or is the second cat next to the flex pipe sufficient?
If I need that manifold/cat combo, I think the car is totaled. She was running it with what looks like a leak in the oil pan gasket, and only replacing the oil when the oil pressure sensor lit (~1 year of this). She also let the engine get a little hot a few times because of a radiator leak. Head gasket seems good though. 173k miles. What do you think?
