Sluggish low RPM speed problem.

Exclamation Sluggish low RPM speed problem.

I have a 2000 dodge neon modified and recently purchased. It has a custom air intake, new fuel pump, re-done engine, such as the pistons and rocker header and a custom exhaust. The car is a 3 speed automatic with 117k miles on it. I got it for around $3700.

My problem is, when giving it gas, it seems a bit sluggish getting up to speed until you hit the mid-higher rpm's. When in idle, reving the engine revs perfectly with no sluggish behaviour. My guess, is that maybe some of the sensors are thrown off due to the custom air intake, then again, in idle it rev's fine. It clearly has to do with something different between giving it gas in neutral versus in drive. Summary, it just feels like it dumps more gas then burns it no matter how much you give in in the low RPM's.

Additional information:
No issues starting.
No rocking or shaking in idle or in drive.
No weird shifting points.
No sluggishness when in the higher RPM range.
Being light on the gas, the MPG (15?) seems less then it should, stock 20-25 rated.

have you checked for any cel codes?
