Alright, so i have a 2002 dodge neon se. Its a 2.0l at. When i bump it in neutral and rev it, it seems like i hit a rev limiter around 3.5-4k rpm. Do neons have rev limiters? and if so, can i remove it?

Automatics do somewhere right in the range you describe. To remove it: install a manual transmission Neon PCM, which of course presents it's own issues.
