Hi all, I have a problem with my wife's Neon ('03 SXT). Started having hard starts so I checked fuel pressure at rail and got ~42 psi (spec is 58 psi). Fuel pressure immediately goes to 0 (zero) once ignition is turned off. Checked fuel pump relay and all is well. Replaced fuel pressure regulator and the problem persists. Any ideas short of replacing the fuel pump? Thanks!

My 00 has the fuel filter, regulator, and pump as one unit. I'm guessing it's the same for your 03. Good news is that it's not inside the gas tank. If it's the pump then you are pulling the tank off the car.
