I have a 2004 dodge neon sxt. And there's a wire, maybe 6 inches long and is about half an inch wide like threaded copper wire. It connects to the negative wire of the battery that grounds on one of the bolts holding the starter to the tranny. Not sure where it's supposed to go.

 

Sounds like one of the engine grounds. That one, IIRC, attaches to the fender well in the engine bay.
