Question Strange behavior of the car

The car is a Chrysler Neon 2000 with the 2.0 engine and ATX. The engine was refreshed with new rings and bearings, water pump, timing belt and tensioner and the cylinder head was completely rebuild including new rocker arms. The problem is the car is running like crap and get codes P1193, P0118,
P0123. So I check the wiring and it has 4.89 volts in all of those sensors and check the ground and is working too, so I replace the sensors and they still there even without starting the engine. Also the battery light is on due to the P1193 and P0118. Then I get an scanner from a friend and when I use live data found something strange, the Map sensor is reading 31Hg, the Oxygen sensors are reading .996 and the other .999, the TPS is at 64% and the temp sensor is reading -40 degrees with the car off. What could be the problem here? My friend suggested that there has to be something wrong because the computer has ground all the time and is supposed to get the ground when it activate the sensors that are ground activated. We did a test and with the key off the grounds for this sensors is active and read the battery voltage (12.6v). If We turn on the key it read the same. So I am lost here because wiring is not my thing. Sorry for the long post but want you to know what is done so far.

The work was done by a friend of mine who is a professional mechanic.

and the head was done by a machine shop.

And this professional mechanic cant figure out whats wrong?

He thinks is something electrical. He check the timing belt and all was good. The car run good for a week then all this happened.
